L3J Immigration Consulting, Inc. was born out of a deep passion for helping new immigrants find their footing in Canada. This vision first came to life in the year 2000 when Lisa De Leon recognized the need to support newcomers, inspired by the goodwill they received during their own journey to Canada.

Our Beginnings
From 2002 to 2006, while living in Toronto, Lisa De Leon, a Registered Social Worker in Canada, began offering settlement services to new immigrant families, particularly those with children who have special needs. Her work included helping families find housing, employment, and support networks, as well as providing guidance on cultural and behavioral adjustments.

In 2007, Lisa relocated to Calgary, where she continued her work, extending her support to these families until 2009. It was during this time that Lisa identified a significant gap in the availability of caregivers to assist these families, sparking a deeper commitment to finding solutions.

The Path to Immigration Consulting
In 2009, Lisa took a major step toward expanding her impact by enrolling in the Immigration Practitioner Program at Bow Valley College. While studying, she partnered with an immigration consultant, where she honed her skills in handling Labour Market Impact Assessments (LMIAs), Arranged Employment Offers (AEOs), work permits, and job placements.

This experience laid the groundwork for the establishment of L3J Immigration Consulting, Inc. in 2010, initially as an employment agency. In 2011, Lisa received her license as a Regulated Canadian Immigration Consultant, marking the official transition of L3J into a recognized and licensed immigration consulting firm.

Lisa De Leon is a Regulated Canadian Immigration Consultant (RCIC) and an active member of the College of Immigration and Citizenship Consultants (CICC) since 2011. She is the Chief Executive Officer of L3J Immigration Consulting, Inc., a Canadian-based company dedicated to providing professional immigration and employment services.

Lisa has been an active member of the Canadian Association of Professional Immigration Consultants (CAPIC) since 2011. Her commitment to advancing the profession is evident in her service as a Membership Executive Committee member (2014–2018) and as Prairies Chapter Chair, Policy and Lobbying Committee Chair, and Governance and Nomination Committee Vice Chair (2019–2021).

With expertise across all areas of immigration practice, Lisa specializes in managing applications for:

Labour Market Impact Assessment (LMIA),
Study Permits
Work Permits under LMIA-based programs and the International Mobility Program, and
Permanent Residence applications through provincial nomination, economic, business, and family/spousal sponsorship categories.

Before embarking on her career as an immigration consultant, Lisa built a strong foundation as a Registered Social Worker in Canada (2002–2009), licensed by the Ontario College of Social Workers and Social Service Workers. She graduated cum laude with a Bachelor of Social Work degree from the University of Mindanao. After immigrating to Toronto in 2000, her foreign credentials were recognized as equivalent to a Canadian Bachelor of Social Work degree by the Canadian Association of Social Workers (CASW). In 2010, Lisa furthered her expertise by completing the Immigration Practitioner Post-Graduate Program at Bow Valley College in Calgary, Alberta.

Lisa's passion for humanitarian service lies in advocating for her clients, particularly at the Immigration Appeal Division and Humanitarian Migration Division of Immigration, Refugees and Citizenship Canada (IRCC). She finds immense fulfillment in helping individuals and families overcome challenges, ensuring a meaningful and positive impact on their lives.
